Sierra Leone: the digital and energy baseline

Asymmetrical digital and energy access shapes the play: world-class phone penetration, a thin online layer, and a fast-rising electricity base concentrated exactly where Icona trades.

— The Strategic Read

Sierra Leone is not an under-served e-commerce market. It is a pre-formal commerce market with world-class phone penetration. The move is to build for the 1.85M who are online and reach the other 7M through assisted, human-plus-agent selling inside Icona's existing stores.

On the energy side: Tier 1–2 solar systems cost $100–300, so most households buy on instalments. Sizing is a reasoning problem, repayment discipline decides margin, and after-sales drives repeat revenue. All three are agent problems, not listing problems.

The situation

Sierra Leone has 8.94M mobile connections against 8.86M people but only 1.85M internet users, and just over a third of the population has electricity. Commerce runs on chat. Ronak's two fastest-moving categories — electronics and solar — are exactly the ones that demand advice before purchase.

— Part I · The Strategic Case

Ronak today — and why a marketplace alone will not win

A trusted brand with stores, buying power and goodwill, losing demand at the shutter. Marketplaces are commodity infrastructure; the scarce capability is the operating system around one.

Where value leaks today

  1. 01

    Demand ends at the shutter.

Interest created in-store or on social has no capture after closing.

  2. 02

    Sellers are unmanaged.

No shared catalogue, pricing discipline or performance visibility.

  3. 03

    Conversations are unrecorded.

WhatsApp enquiries live on staff handsets, not as a company asset.

  4. 04

    No advice at the decision.

Solar and electronics buyers ask questions nobody is staffed to answer at scale.

  5. 05

    Expansion is bespoke.

Each territory would launch manually, at full cost, with no reusable playbook.

The threat is not Amazon or Jumia. It is a thousand individual sellers with a phone and a broadcast list — impossible to outspend. The durable answer is to organise them rather than compete with them.

Option A

Buy a marketplace build

A vendor delivers a platform, invoices, and leaves. Ronak owns the software and the problem.

  • ✕Empty catalogue on day one
  • ✕Listed sellers go dormant with no activation
  • ✕Reporting only — no recommendation, no advice
  • ✕WhatsApp bolted on as a notification channel
  • ✕Every new country is a fresh capital project
  • ✕Vendor incentive ends at go-live

Outcome profile. Technology delivered. Growth not delivered.

Option B — Our Proposal

Subscribe to an accountable growth engine

One partnership carrying platform, programme and market responsibility — proved first at fixed price, then consumed as metered agents.

  • ✓Seller pipeline sourced by Love Agency's local network
  • ✓Onboarding agent owns the first 90 days
  • ✓Ask BIGG advises on solar sizing and electronics fit
  • ✓WhatsApp is the primary storefront and CRM
  • ✓Recommender, loyalty and churn agents included
  • ✓Ronak integrates by API and pays per call
  • ✓Demand forecasts feed Ronak sourcing directly
  • ✓Commercial model tied to GMV and activation

Vendors collapsed

Platform vendor, agency, training provider, analytics tool and expansion consultancy collapse into one partner, one contract, one set of numbers.

Executive Vision

One Market. One Operating System.

Love Agency proposes a unified growth engine that combines local market execution, production-grade agentic AI, and a scalable AI Workforce Operating System.

01

The Objective

Turn Icona's existing stores, brand equity, supplier relationships, customer relationships and market presence into a chat-first, agent-assisted commerce engine beginning in Sierra Leone and designed for expansion across ECOWAS.

02

The Model

Intentionally layered: predictable platform subscriptions, agent onboarding, active-agent fees, AI usage, user seats, automation and transaction economics, while third-party infrastructure costs remain explicitly outside WACC/Love Agency platform fees.

BIGG platform architecture

Seven layers, one spine. Channels stay cheap; intelligence stays central and reusable. The orchestration layer is the part that cannot be bought off the shelf — and the part that makes the other six compound.

Every agent action is an event. Every event trains the benchmark. The system gets better as merchants use it.

Low-bandwidth first

Channels and experiences degrade gracefully to SMS and USSD so commerce survives poor connectivity.

Multi-tenant by country

Each market runs on shared infrastructure with isolated data residency and its own agent configuration.

Auditable autonomy

Every agent action is logged with authority, scope and human-approval state — traceable end to end.

Volume discounts can be adjusted after cost validation. Credit economics are reviewed periodically to protect target gross margin.

Automation & Agent Workforce Economics

AI credits monetize intelligence; automation executions monetize business actions. Agent Orchestration is a premium capability — multiple agents can collaborate on a single business objective with the Supervisor controlling routing, permissions, budgets and approvals.

Future billable actions may include:

Scalable by Design

Customers can scale from a single agent to an AI workforce without changing platforms, making WACC a system of operational intelligence rather than a collection of disconnected bots.

Risk & alignment

Most of our long-run revenue is take rate, so if the agents do not sell, we do not get paid for them. Phase 2 is only committed if five named numbers are met.

Strategic Rationale

Why the Model Wins

1

Predictable Revenue

Subscriptions, active-agent fees, user seats and AI usage establish recurring platform economics.

2

Scalable Upside

Transaction take rates, a 7.5% marketplace fee, automation and the future Agent Marketplace participate in growth.

3

Lower Adoption Friction

Customers can start small, create or import agents, and scale their AI workforce as value is demonstrated.

4

Margin Protection

Third-party provider costs remain explicitly separate, protecting platform gross margin.

5

Defensibility

Supervisor orchestration, Agent Gateway, marketplace ecosystem, proprietary workflows and local execution create a stronger moat than a standalone chatbot.

6

Commercial Simplicity

For Icona, WACC economics are embedded inside a broader African Growth Engine agreement, preserving a single accountable operating relationship.
